You can set dml_locks in your init.ora. I believe the only drawback to increasing this is loss of a small bit of memory. I think each dml_lock slot takes about 100 bytes (it's written up in Steve Adams' book). If I remember correctly, enqueue_resources can also be set in the init.ora, but if you don't set it, its value will be recalculated using the new dml_locks. Not sure about this though.
