Close, but you have an extra parenthesis:

        DBMS_OUTPUT.PUT_LINE(TO_CHAR(amount_x), '999,999'))

should be

        DBMS_OUTPUT.PUT_LINE(TO_CHAR(amount_x, '999,999'))
