listener problem......

Hi,

I have configured 2 listeners one name listener(default) on port 1521 and listener1 on 1526 for same database....... and specify port 1526 in local_listener in init.ora........ when default listerner on port 1521 is stopped while listener1 is up...when i try to run application
i get error TNS-12541 no listener........ why is it trying to use listener on port 1521 while local_listener specified 1526...........
How to resolve the problem.......
