Grant the user the SELECT_CATALOG_ROLE role. That will give the user access to the v$ views, the DBA_ views and several other views and tables. To see a full listing of what they would be granted select on, run:
select table_name
from dba_tab_privs
where grantee='SELECT_CATALOG_ROLE'
order by table_name;
