This is an idea, totally untested, but I think that with Oracle 8i a trigger on login could check the program in V$SESSION (where audsid=userenv('SESSIONID') - there is a newer function than userenv() but I belong to the old school) - likely to appear as ODBC in that case - and raise an error. But I don't know how Oracle will react.
