OID is free for Enterprise licensees if and only if you store Oracle account information in it and nothing else. Once you branch out it becomes very expensive. We looked at it to help manage part of the "grid".
If you haven't heard the term "grid" before. Search the web for National Technology Grid, which deals with computing power and the sharing therof.
