Which version of vi are you using? Also use vim instead of vi and make
sure the file is named .sql and it automatically colorizes the text and
keywords. What I usually do is create a symbolic link /bin/vi to
/usr/bin/vim just so I can keep using the 'vi' command. On linux vi is
usually vi_minimal or something like that from the rpm. That version
does not use the colorizing.

has anyone(or can it be done), do have a "quote" plugin for vi to colorize keywords when doing pl/sql development?
