Bug 1397603 causes
ORACLE to leak about 4k of memory for every 100 connections, so if you have lots of connections, you end up getting an ORA-4031.  There is a patch for it, or a workaround is to set _db_handles_cached = 0.  Both the patch and the workaround have worked for us.

  Hi Folks,
We are currently on 815 and moving on to 817 shortly on AIX 4.3.3. Read a   forum posing on Metalink stating that there are some known bugs related to the   ORA-4031 error on 8.1.7. Now is this limited only to products like sqlldr or a   more generic kind of bug. If yes , is there a patch after 8.1.7.1.0b which   solves this problem.

  Thanks
