Definitely check whether you can ping the server from the client. If not, then it's a network config problem.
After that, I once had this problem when a highly creative user (actually, our CTO) had entered a setting for Oracle Names when we were using local names only. I had to delete the setting.
If that doesn't help, suggest that you turn on the trace files for a) the client you're trying to set up, and b) another client which is known to work OK.
Comparing the trace files should give you a few clues.
