how about something like this
select hgr, rh.VGRP, ART_GRP,TEKST
from rh
where NOT IN (SELECT art_grp
from rik2.katsett_hgr )
it will check those record in rh but not exist in katsett_hgr... Full table scan for those exist in katsett_hgr for everyrecord exist in table rh... ??

I would like to see even art_grp that exists in rh but not in rik2.katsett_hgr.
How can I change this select statement?
select hgr, rh.VGRP, ART_GRP,TEKST
from rik2.hierarki_tekst rh,rik2.katsett_hgr
where rh.vgrp(+) =rik2.katsett_hgr.vgrp and rik2.katsett_hgr.sett_id=1 and
rh.landkode = 47
order by hgr,vgrp,art_grp
