OAS

I've re-installed OAS, in a different directory to oracle 8.1.6 server.
Now when I into the OAS manager and try to install the pl/sql toolkit or create
the DAD, I get the error below
OWS-28200: Oracle Database Error : 12514 Error while trying to retrieve text for error ORA-12514

Doing a tail -f on the listener.ora file and trying gives me the following -

(CONNECT_DATA=(SID=*)(SERVICE_NAME=unetdb2.)(CID=(PROGRAM=)(HOST=unetdb2)(USER=o racle))) * (ADDRESS=(PROTOCOL=tcp)(HOST=10.102.254.6)(PORT=54960)) * establish
* unetdb2. * 12514
TNS-12514: TNS:listener could not resolve SERVICE_NAME given in connect descriptor
