java error

I have a java developer that is getting the following error when running a java query. I have Oracle 8.1.7 running on NT 4.0 SP5.

processOutgoingFreeTextMessages()java.sql.SQLException: Message file 'oracle.jdbc.dbaccess.Messages' is missing.

I cannot find any info on it on Metalink and also got only three hits on google. The three hits were people with about the same question. Any help or info would be appreciated.
