Why was it obsoleted? Did the patch contain a bug?

Patch 1654631 has been obsoleted in favor of patch 1814117. 1814117 is listed in metalink as obsoleted, but it will be replaced shortly (expected date is Monday, 07/02/2001).
The patch will be released for the following versions:
8.1.7.1, 8.1.6.3, 8.1.6.2 and 8.1.6.1.
For any platforms that have 5 digit patchsets as the latest patchset (ex. 8.1.6.3.2 64-bit on HP-UX 11) I expect that it will be released for the latest patchset.
These patches will not require passwords, the way other PSE's do.
