This is what the manual says:

Oracle Product Document Library (C) Oracle Corporation Manual: ORACLE 8.1.5 SERVER CODES Reference: A67785-01

ORA-12540 TNS:internal limit restriction exceeded

Cause: Too many TNS connections open simultaneously.

Action: Wait for connections to close and retry.

I would think that the high water mark is the culprit. What exactly is the high water mark?? When I type in svrmgrl I get the following error

ORA-12540 TNS: internal limit restriction exceeded.

Any help or hints would be greatly appreciated.
