You can exceed the 256Mb, if you don't mind the continual swapping to disk, and the thrashing that comes with that. ;-)
Usually not a good thing to do.
It's usually a good idea to allow some room for the Operating System as well.
just remember, Virtual Memory = disk swapping (usually)..
