I believe that was counting lines of code per person/day over the entire development lifecycle, so some days you actually write no code because you were writing documentation, or sitting in meetings eating donuts or whatever. COBOL can actually be measured fairly well in terms of lines of code per function point, and old-style lead programmers would submit an estimate of lines of code needed at the beginning of a project, according to one of my grad school professors who used to run a mainframe shop at a hospital.
Kinda meaningless in a 4GL/RAD/CASE world, tho'.
