Wanna bet? Maybe not intentionally, but they certainly are.
What about the use of fabricated SSN's for migrant workers?
This is not the illegal use of false documents, but simply a number made up by employers for insurance purposes.

First off, the SSN is a perfectly wretched PK, and should never be used for that purpose. PK's should be a meaningless generated integer. Yeah I'm taking a hard line here, but it needs to be taken.
SSN may make a good UK for personnel systems, provided you don't hire any foreign workers on H1B, or anyone else with work legal status in this country, but no SSN.
