Sindary, I didn't see a reply from anyone else your question so I'll take a stab at it but I have very limited knowledge about this so don't take it as doctrine.
A quorum device is a disk that is shared between clustered servers to keep cluster configuration information current. I also think it is dependent upon the servers & O/S as to how it is implemented and if the quorum device can be used for user data or not.

quorum device
A disk shared by two or more nodes that contributes votes used to
establish a quorum for the cluster to run. The cluster can operate only
when a quorum of votes is available. The quorum device is used when a
cluster becomes partitioned into separate sets of nodes to establish
which set of nodes constitutes the new cluster.

Is the order in which nodes are booted significant?
In most cases, no. However, the boot order is important to prevent amnesia (refer to Quorum and Quorum Devices for details on amnesia). For example, if node two was the owner of the quorum device and node one is down, and then you bring node two down, you must bring up node two before bringing back node one. This prevents you from accidentally bringing up a node with out of date cluster configuration information.
