Just a thought, but what is your GLOBAL_NAMES parameter set to in your init.ora file?

Ok folks here's whats happening when I run 'sqlplus foo/bar_at_DEV':

ERROR:
ORA-01034: ORACLE not available
ORA-27101: shared memory realm does not exist
SVR4 Error: 2: No such file or directory
but 'sqlplus foo/bar' connects fine.
Oracle IS running. The instance name is DEV. 'ps -ef |grep DEV' reports:

Both the client and the server are 8.1.7. Listener.log tells me:
