Option 1:
write your own, but you need to make it flexible to handle different and
changing (year to year) daylight saving dates for some countries. Some
countries decide on a yearly basis if they would use daylight saving time
...
Option 2:
Hope that this advertised feature of Oracle 9i ... works ! (fingers crossed
... touch wood .. etc etc)
We have option 1, but it is not my code, so I don't know if I can get a copy for you.
