sar: can't open /var/adm/sa/sa23
No such file or directory
I do see a /var/adm/sa/sa16 directory. What does this mean?

This is the file (not directory?!) that records the system activity information (in binary) via the sadc program. The file is named by day-of-the-month (it is 23rd today). You don't seem to have access to this file - not sure why since you normally should.... Or maybe you ran out of space in the '/var' filesystem?

combination of values in SHM and SEM parameters did create the problem...
Another issue that occurs in my mind is that some filesystem - either
$ORACLE_HOME or $TNS_ADMIN or whereever sqlnet logs are kept became full..
