$dbh = DBI->connect("DBI:Oracle:", "internal","",{ ora_session_mode => 2 });
But before you get carried away, it may not do what you want. If for example you were hoping that this could be used to startup/shutdown, it won't, at least not in the current DBD::Oracle. There was a discussion on this on dbi-users_at_perl.org recently.
