Making this call on processor alone is not a good thing. A lot of factors go into Oracle performance. What is the I/O comparison between the machines, amount of RAM, backplane configuration, etc.? A sales drone just spouting off on processor speed (true or not) doesn't give you a complete picture of reality. I would have a hard time buying the 2:1 thing though.
