Tim,

small update, one can't specify pragma for standalone functions ... it is determined automatically by Oracle at-least till 8x, I am not sure about 8i. Pragma can only be specified for functions in a package.

I believe the problem is with DBMS_OUTPUT, if you take it out, the function will work correctly. I think in 8x dbms_output received its pragma.
