"ORA-12203:TNS:unable to connect to destination" while creating d

Hi
I have installed Oracle 8.0.6 on Win NT. When I´m trying to create a new database with the database assistent I get the following message: "ORA-12203:TNS:unable to connect to destination" The message appears while creating dabase files, and the installation stops after only 1%.

Does anybody know what the problem might be?
