Or after changes in listener/tnsnames.ora have you reloaded it?

I have a problem. I've installed Oracle 8.0.5 on HPUX. I've created the database. But I can't connect thro tns. Its giving me Oracle not available error. I've
checked the entries.
Here is the tnsnames.ora file
