Problem opening Oracle Forms

I have installed Oracle Developer/2000 on my machine. When I try and open up Forms I get an error message:

Message file C:\ORACLE_HOME\DBS\FMCUS.MSB not found.

I looked for the file in that directory and it is definitely not there.

Any ideas?
