how to connect thru perl script

Hi DBAs
I am unable to connect to oracle 8.1.7 database thru Perl scripts.Can some one help me to what are the steps to check conectivity.The oracle 817 is raning on WIN2000.When I am trying to connect I ma getting error ora-12640 unable to connect
Please help me.
