Just reverse the logic...this converts Eastern Daylight Time to GMT:
SELECT new_time(sysdate, 'EDT', 'GMT') FROM dual;
SQL> SELECT sysdate FROM dual;
SYSDATE
NEW_TIME(SYSDATE,'ED
