Michael, RK,

Yes, only the schema owner can Grant/Revoke Object Privileges (Select, Insert, Update, etc.) on tables, views, sequences, etc. in her schema.

However, Sys and System can Grant/Revoke the System Privilege Alter Any Table to/from any User.
