I think you are more looking for the oradim utility. If I understand correctly, you would like to create and delete services? If so, go to msdos, and simply type oradim, this will take you in to the utility, and give syntax for what you need.

I'm kind of perplexed by this one - you know the database and listener are services in NT and can be accessed in Control Panel. Additionally, in the default installation, the orant\bin directory has most or all of the application from Oracle. Included are SVRMGR30.EXE and LSNRCTL80.EXE for database and listener respectively.
