From what I've seen on 8.1.6 & 8.1.7 it still does the non immediate kill changing the session status from active/inactive to sniped, but it does release locks a whole lot faster.

Has this been improved in 8i. When the time has expired does it still issue
alter system kill session '<sid>,serial#';
or does it now issue
alter system kill session '<sid>,serial#' immediate;
