Or you can write a program in (C, Perl, Java, etc) to parse the file and do inserts.

Is SQL*Loader the only way to move the contents of a comma-delimited ASCII file into Oracle? UTL_FILE would be another option, right?
Or are there any other ways to do this?
This is 8.1.6 on Win2k.
