We do not have a practice to give password for the internal account. So when it promoted it sounded like someone had assigned a password. Apparently there was a parameter

SQLNET.AUTHENTICATION_SERVICES parameter added to the sqlnet.ora file. when I commented this out. It worked.

If you are using windows nt...

use orapw to re-change it...

if you are using unix:
you connect with svrmgrl!!!
