problem with UTL_FILE.FILE OPEN

Oracle817 on AIX. (64 bit)
We have defined in initora file UTL_FILE_DIR=* When we start function UTL_FILE.FOPEN it raises exception INVALID_PATH. Everything is set and available (permissions are 777). Do you have any idea what's wrong?
