Not sure it is relevant, but:
Oracle Tech Support told me that to run OEM on a desktop machine (PIII/700) that came with 128Mb RAM, it would be necessary to add *AT LEAST* and additional 256Mb RAM. With all the stuff you've got installed I hope you have a lot of RAM in that box.
