I don't know what version you are on and I only have access to an 8.1.7 database right now but the search_condition column is a long so a set long ... would fix this problem in 8.1.7.

To answer your question about underlying tables dba_constraints joins user$, con$, cdef$ (where the actual condition is stored) and obj$
