It depends on how the application is coded. ' ' = ' ',
0 = 0 (except in Ada :) and '04-JAN-1654' =
'04-JAN-1654', but NULL <> NULL. Or if the application
bombs out when it hits a null value, then....
You're right though, from a DB design POV, that's
pretty wasteful, and will be nasty to maintain should
any data problems arise.
