No, as of 806, you cannot change it on the fly.
But if you want to find out if you can change this parameter without
bouncing the database. Check the v$parameter. It has columns like
"issess_modifiable" or "issys_modifiable" etc.

What is impact of increasing max_enabled_role parameter. I m getting error
max_enabled_role exceeded 20 , is it possible to change it without bouncing
database.
