Yes , certainly we can .

I have used it .
It was with help of a additional software i.e. Oracle - DB2 transparent gateway ( there is also one procedural gateway , but don't know much about that ) .
If the gateway is installed on the DB2 side ( mostly mainframe ) , then we can create a DB link as if creating a DB link to any other remote Oracle database . I am not aware of the details of commit - rollback mechanism of DB2 , but when we use a gateway , the locking on the DB2 side may show us many funny ( practically serious ) things .

At least I am not aware of any other mechanism of interacting with DB2 from Oracle .
