FYI:
This is a new bug# 1561329.
Construction "WHERE (<> and <>) or (<> and <>)"
give "ORA-12704: character set mismatch"
during binding if
cursor_sharing = force and CBO is in use.
This is a generic bug, reproduced on HP-UX, Solaris, NT/2000.
Work properly on 8.1.6.0.0.
