Why not just grant the SYSOPER privelige? SYSDBA contains all system privileges with ADMIN OPTION, plus the SYSOPER privilege, and it allows CREATE DATABASE, and time based recovery!
If your going to give this to a backup operator or somebody like that, you don't want to give them SYSDBA!
If in a UNIX environment, you will also have to make sure that the user granted SYSOPER is also a member of the DBA group at UNIX level.

Well for this to work u will have to make u
remote_password_file=exclusive,other wise u cant grant it
for starting up the datase u will have to connect as
svrmgr30> connect username/password as sysdba
