I'm not at all familiar with Digital Unix, but it appears the error you're getting has to do with a lack of available shared memory segments. My guess is you have to increase the number of available semaphores. In Solaris, it's the semmns parameter in /etc/system. There should be a formula for figuring out the number of semaphores you need for the instance(s) on the box in your install documents, or you can check on OTN.
