No, it can be done. WE8ISO8859P1 is a superset of US7ASCII, so the characterset change is no problem.

And, WE8ISO8859P1 allows accented characters. We're running a German interface on one of our databases.

You must export, rebuild and import.

Another thing, I'm not sure but I think that WE8ISO8859P1 does not allow the Euro symbol.
