The character set you need is a superset of the one you have so all you have
to do is change the characterset. You can look at Metalink article 66320.1
or I can forward an email I received from Oracle Support on this subject if
you would like.
The only problem is that you have to shutdown the db, open it in mount state, restrict it and then open it and change the characterset. If you are 24/7 there is no problem.

I have been made aware of a problem at our site.
Apparently we have a DB that was historically created with the wrong
character set. It should be WE8ISO8859P1 but has been set at US7ASCII. The
DB needs to be able to support German characters (such as ü, ö, ß). Please
tell me there is a way around this other than recreating the entire database
(it is a fairly large DB).
