to be honest, it's hard to take a proactive approach on performance tuning in a diverse database environment. I basically look at what queries the users usually execute on a frequent basis and see if I can improve the performance of those queries any. I also run BSTAT and ESTAT every two weeks to see what it recommends. I watch the alert log and walk around and speak with the users and basically see what they see.
