stopping the listener

environment: Windows NT, Oracle 8.0.4

the NT server has a host name of Oracle.

a person within our organization built a oracle database on an nt box and executed lsnrctl stop from the command line. this didn't stop the lsnrctl on his box but instead stopped the listener on the box named oracle. the box named oracle is located in california and the users box is located in arizona.

what would cause the listener to be shut down from a remote user excuting lsnrctl stop from the command line on his oracle box?
