You should fine what these latches are.
selectb* from v$latchname where latch# = <value of P2>
looks like you have pinging problems with OPS.

I think this system is simply overloaded, but is there much that can be done to eliminate latch waits? This is on VMS. This is the first system I've ever seen this on. I might pick up a latch once in a while, but this is almost every day.
cpus and cpu_count are 4.
