What tool are your users using to try to connect? That has to be in the same
ORACLE_HOME as your database. The likely problem is that it's something like
Forms which is now required to be in a separate home. Which means that you
can no longer use OPS$ logins. Oracle is really forcing elimination of this
option. Sorry.
