If you have access to Metalink there is an article with a number of = possible reasons for that. Few that I remember:

Your disk is full and specially the audit_trail directory.
You have the wrong environment variable ORACLE_SID specified.
The user you are connecting as (usaully oracle) is not in the default = dba group (the group is usually called dba) - check the /etc/passwd and = /etc/group files if you are on unix.
